OFFICERS' BIOS:

Robert L. Mitchell : ( CEO )

Mr. Mitchell initiated the formation of Trans-Elect in 1999 as a pioneer in the independent transmission business.

Mr. Mitchell comes to the electric industry with a diverse background in business and serving in high-level positions in the executive and legislative branches of state and federal governments. Most notably, he served as Chief of Staff to US Senator Mike Gravel of Alaska , was a President Carter appointee to the US Department of Agriculture and served in the cabinet of Michigan Governor James Blanchard. He co-

founded the bi-partisan Political Leadership Program at Michigan State University . Mr. Mitchell has also formed and run business ventures in real estate, finance and energy.

He has served as Chairman of the Capital City Revitalization Task Force, member of the Council on Environmental Quality in Michigan and Chairman of the Michigan Wine Council. He has been a Rotarian and active member of the community serving on public education task force and in youth centered programs. Mr. Mitchell currently serves on the board of the California Foundation for the Economy and Environment.
